BIOGRAPHY

Clients rely on Michael O. Parker to advise them on a broad range of tax issues, including state and local tax traps and planning opportunities that have potential to significantly impact their day-to-day operations as well as the long-term success of their businesses.

Whether counseling companies based in Arkansas or contributing to the Natural State economy in many other ways, Mike offers clients extensive experience guiding compliance, resolving controversies, and litigating at the administrative and judicial levels when necessary; and has firsthand knowledge of tax policies and legislative efforts from both an historical and up-to-the-minute perspective.

Over the course of his 40-year career, Mike has helped clients of all sizes avoid or work through tax issues that could derail their prosperity and growth, while also advising on tax strategies to improve bottom-line results. His extensive background in a broad range of tax-related areas, including estates and trusts, pension and benefit planning, industrial development bonds, business organizations, reorganizations, and business sales and acquisitions, as well as a variety of other regulatory areas on behalf of businesses large and small promote a “big picture” understanding of business issues and expedite client communications.

Income taxes, sales taxes, property taxes, tax appeals and litigation, economic development incentives and legislative and regulatory affairs are among his areas of particular interest at present. Whether guiding a national enterprise through a compliance challenge or helping a family-owned business manage tax issues that threaten its survival, Mike offers realistic legal counsel and effective strategies to help clients reach their goals.

As a member and rotating chair of the Arkansas Tax Advisory Council for decades, Mike has the unique experience of helping improve the interaction between taxpayers, the professional tax community and the Arkansas Department of Finance and Administration on legislative and administrative issues. He has served as tax counsel and legislative resource on tax issues for the Arkansas State Chamber of Commerce and Associated Industries of Arkansas for 30 years, and through these organizations has been directly engaged or represented the interests of most of the largest businesses and industries in Arkansas, as well as being directly involved in the legislative process surrounding many of the tax changes proposed or adopted over many years. Based on these activities and others, Mike has developed strong relationships at the administrative and policy-making levels of the Department as well as in other branches and agencies of state government that can help “get things done.”

Mike’s abilities, leadership and service have been recognized repeatedly throughout his career. His many awards include recognition among Best Lawyers in America in Tax Law, Tax Litigation and Controversy, and Trusts and Estates for 10 years, Best Lawyers’ Lawyer of the Year in Tax Litigation and Controversy in Arkansas for 2014, listings among Super Lawyers for the Mid-South and the President's Award for Excellence in recognition and appreciation for dedicated service to the Arkansas Bar Association.

Mike and his wife, Ruth, have been married nearly five decades. They have two sons, Edward and Andrew, three grandchildren and a cat named Pawley.
